SS7 location tracking — what it really means

What "SS7 location tracking" usually means

It normally refers to obtaining network-derived cellular location, rather than GPS coordinates. For example, the operator might determine:

Subscriber +33-5X-XXXXXXX → currently attached to network ABC → serving MSC/VLR XYZ → Location Area 1234 → Cell ID 56789.

The Cell ID can then be compared against the operator's cell-site database:

Cell 56789 → tower at approximately 32.08°N, 34.78°E → sector facing southwest.

That gives an approximate geographic position. Accuracy varies enormously depending on the technique used.

Operator-side lawful location intelligence

If the government controls or cooperates with the country's mobile operators, it generally doesn't need to "hack SS7." The operator already has subscriber mobility information inside systems such as the HLR / VLR / MSC and related location-management infrastructure. This can support legitimate functions such as the chain below, and can be integrated with lawful-interception or regulatory systems subject to applicable law.

SS7 is only part of today's picture

A national monitoring architecture has to account for several generations simultaneously:
